About SiteNorma

What is SiteNorma?

It is an online service to audit your website's accessibility, prioritise and fix barriers, guide your manual review and prepare the documentation required by Law 11/2023 and Royal Decree 1112/2018. All in Spanish.

Who is it for?

For online shops and SMEs covered by the European Accessibility Act, for web agencies that manage their clients' websites and for any organisation that wants an accessible website.

Can I use it yet?

Yes. You can create a free account and start analysing your website. You can also use our free tools without signing up.

Do I have to install anything on my website?

No. We scan your live website. For full scans, you will need to verify that the website is yours with a meta tag, a DNS record or a file. The Accessibility Centre, when it arrives, will be optional.

Regulations

What is the European Accessibility Act?

It is Directive (EU) 2019/882, which Spain has transposed through Law 11/2023. Since 28 June 2025, it has set accessibility requirements for certain consumer services, such as e-commerce and banking. We explain it here.

Does it apply to me if I am a microenterprise?

Microenterprises that provide services are exempt: those with fewer than 10 people and an annual turnover or annual balance sheet total of €2 million or less. Even so, we recommend that you make your website accessible. Check with our Does the EAA apply to me? tool.

What is the difference between an accessibility statement and accessibility information?

The accessibility statement is mandatory for the public sector under Royal Decree 1112/2018. Accessibility information about the service is what Law 11/2023 requires the businesses it covers to include in their general terms and conditions. We compare the two documents here.

Which version of EN 301 549 should I use?

Version 3.2.1, based on WCAG 2.1, is the one currently cited in the Official Journal of the EU. Version 4.1.1, based on WCAG 2.2, was published on 2 September 2026 and is expected to be cited in the fourth quarter of 2026. We recommend working with WCAG 2.2 level AA now: in SiteNorma, you can view your compliance matrix against both versions.

Can you give me an accessibility certificate?

No. SiteNorma does not issue accessibility certificates or seals, and no automated tool can prove on its own that a website complies with the law. We give you an automated estimate, a guided manual review and documents with evidence, so that you can assess and justify where you stand.

Results and methodology

What does the score mean?

It is an estimate from 0 to 100. Today it reflects the automated tests; manual review is shown separately and, when it feeds the score, will make up 40%. It is not your legal conformance status. See the formula.

Why do I see “Manual review pending”?

Because you have not yet reviewed at least 80% of the criteria. Without that review, a rating such as “Good” or “Excellent” would give a false picture of your website.

What do I do if an issue is a false positive?

If you are an owner or administrator, mark the element as “Detection discarded with justification”, explain why and give the evidence. It leaves the counts and the score, and is recorded in the reports with your name and the date. You do it element by element, or for all the elements of a problem at once.

Do you also scan the mobile version?

Yes. Each page is scanned on desktop and on a touchscreen phone, and the two scans count as a single scanned page.

Pricing and account

How much does it cost?

There is a Free plan and paid plans: Pro at €39 a month, Agency at €99 a month and Custom from €249 a month, excluding VAT. See all the details.

What is a scanned page?

It is the unit our plans are based on: each time we scan a web address, on desktop and on mobile, it counts as one scanned page.

How do I create an account?

Create your account with your email address, verify it, and you can add your website and run your first analysis. The Free plan includes 10 pages a month, with no card required.

Privacy and security

Does this website use cookies?

Only if you want it to. We measure visits with Google Analytics, which only runs if you press “Accept” on the cookie banner. If you reject or do not choose, no cookie is set and nothing is sent to Google. You can change your choice at any time from “Cookie settings” in the footer. The app will use just one technical cookie to keep you signed in. Cookie policy.

Where is the data stored?

Our servers and main providers are in the European Union. The list of sub-processors is published in the privacy policy and the data processing agreement.

Do you send my website to an artificial intelligence?

Only when you ask for a suggestion. In that case, we send the AI provider the affected fragment of public HTML and the context of the rule, never your users' data. The suggestion is never applied on its own.

How do I stop SiteNorma from scanning my website?

Add a rule for SiteNormaBot, the crawler’s name in robots.txt. We explain how on the crawler page.

Accessibility Centre

Is the Accessibility Centre an overlay?

No. It does not fix anything or change your page: it links to your accessibility statement, lets visitors report problems and offers three preferences linked to WCAG. Its own text says that it is no substitute for an accessible website. Find out more.
