For online shops
An online shop where everyone can buy
E-commerce aimed at consumers is one of the services covered by the European Accessibility Act. SiteNorma helps you check your shop from catalogue to checkout, fix what matters and prepare the documentation.
Does the law apply to your shop?
Since 28 June 2025, Law 11/2023 has required e-commerce services for consumers to meet accessibility requirements. This covers the website and the apps you sell through.
There is one important exception: microenterprises that provide services are exempt. A microenterprise is one with fewer than 10 people working for it and an annual turnover or annual balance sheet total of €2 million or less.
If you only sell to businesses, in principle it does not apply to you directly, because the law refers to consumers.
What the rules require from an online shop
- A website and app that are perceivable, operable, understandable and robust. The technical reference is the EN 301 549 standard, which refers to WCAG.
- Information on the accessibility of the products you sell, when the manufacturer or the responsible operator provides it.
- Identification, security and payment that can be completed in an accessible way.
- Publishing your service’s accessibility information in your terms and conditions, in written and oral form.
The barriers we see most often in online shops
They tend to repeat on every page that uses the same template. Fixing one product page can fix thousands of pages.
In the catalogue
- Product images without alternative text, or with the file name instead.
- Filters and sorting that do not work with a keyboard.
- Carousels that move on by themselves and cannot be paused.
On the product page
- Size or colour selectors without a label.
- Prices and offers with low contrast.
- Icon buttons with no name: add to basket, favourites, share.
In the basket and checkout
- Errors that do not say what needs to be corrected.
- Time limits with no warning and no way to extend them.
- Anti-bot checks with no accessible alternative.
Across the whole shop
- Cookie banners that trap focus or cannot be closed with a keyboard.
- Drop-down menus that only work with a mouse.
- Small buttons placed very close together on mobile.
How SiteNorma helps you
- Scan your shop’s public pages (home, categories and product pages). Steps that require a login or products in the basket are covered by the guided manual review.
- Issues grouped by template, so you fix once and improve the whole catalogue.
- AI fix suggestions and suggested alternative texts for your product images, which you always review yourself.
- Guided manual review of the whole purchase process, step by step.
- A draft of your service’s accessibility information, ready for your terms and conditions.
- And, while we are at it, detection of cookies set before consent.
With any platform
We analyse your live shop, so it works with Shopify, WooCommerce, PrestaShop, Magento or a custom-built shop. You do not have to install any plugin.
Pages that need a login
For now, we do not automatically analyse pages that require you to log in or to have products in your basket. Those parts of the purchase process are checked in the guided manual review.
Frequently asked questions from online shops
My platform says its theme is accessible. Do I already comply?
Not necessarily. An accessible theme helps, but your content, your images, the apps you have installed and your customisations also count. That is why it is worth analysing your shop as it is published.
What about the products I sell?
The law asks you to provide information on the accessibility of the products when the responsible economic operator makes that information available. If the manufacturer gives it to you, include it on the product page.
What penalties does the law set out?
Law 11/2023 refers to the penalty regime in Royal Legislative Decree 1/2013: from €301 to €30,000 for minor infringements, from €30,001 to €90,000 for serious ones and from €90,001 to €1,000,000 for very serious ones. They are applied by the autonomous communities (Spain’s regional governments). More details in our guide to the European Accessibility Act.
